In India, moving goods above the prescribed value normally also requires an e-way bill. A challan alone is not enough.

What is a Delivery Challan?

A delivery challan travels with goods and records what was sent, to whom and when. It is used where goods move without a tax invoice being raised at that moment — stock transfers, goods sent for job work, items on approval, or equipment going out for repair.

The document does two jobs. In transit it evidences what is in the vehicle. At the receiving end it is signed as proof of delivery, and the signed copy is what settles disputes about short or damaged consignments.

It is not an invoice. A challan states quantity and description and often value for transport purposes, but does not raise a payment obligation. Where the movement is a sale, an invoice is required instead.

In India, movements under GST have specific rules about when a delivery challan may be used instead of an invoice, how many copies are made and which is marked for the consignee, transporter and consigner — and separate e-way bill requirements apply above a threshold. Confirm the current rules before adopting a format.

How to write a Delivery Challan

  1. Number it in an unbroken series

A serial number and date, from a series you can reconcile later. Gaps in a challan series are the first thing an auditor asks about.

  2. Name consigner and consignee in full

Legal names, addresses and any tax registration numbers each party requires. Add the place of delivery if it differs from the consignee's registered address.

  3. Describe the goods precisely

Description, any product or classification code you use, quantity, unit of measure and, where required, value. Vague descriptions cause delays at checkpoints.

  4. State the reason for the movement

Stock transfer, job work, goods on approval, repair and return, exhibition. This is what determines the paperwork that must accompany it.

  5. Leave space for receipt

Vehicle number, driver name, and lines for the receiver's signature, name and date. The signed copy returning to you is the point of the document.

Common mistakes

  • Using a delivery challan for what is actually a sale requiring an invoice.
  • Breaks or duplicates in the serial number series.
  • No stated reason for the movement.
  • Quantities that do not match what was loaded.
  • No signed copy retained, leaving no proof of delivery.

Frequently asked questions

What is the difference between a delivery challan and an invoice?

An invoice raises a payment obligation for a sale. A delivery challan records a movement of goods where no sale is being invoiced at that point.

How many copies of a delivery challan are needed?

Commonly three — one for the consignee, one for the transporter, one retained. Some jurisdictions prescribe the number and the marking on each copy, so check your local rules.

Does a delivery challan need a value?

Often yes, for transport and insurance purposes, even though nothing is being charged. Where a tax authority prescribes it, follow their rule.

Is a delivery challan needed for goods sent for repair?

Yes, that is one of its standard uses — and you will usually need a matching document for the return leg.

Can a delivery challan be issued electronically?

In most places yes, provided the required particulars are present and it can be produced during transit. Requirements vary.

This page explains general practice and is not legal advice. Requirements differ between countries and, in some cases, between states — check what applies where the document will be used.
