What is a General Body Meeting Notice?

A general body meeting notice tells every member of a union, association or society that a meeting of the whole membership has been called. It names the type of meeting, gives the date, time and venue, lists the business to be transacted, and is signed on the committee’s orders. Without a proper notice sent in good time, members miss the meeting, and decisions taken at it — on budgets, elections or demands — can be challenged. Fill in the form on this page, or adapt the samples below.

Trade unions and staff associations use it to call members together to approve a charter of demands, elect office-bearers, adopt the audited financial statements or amend the rules. Housing societies, apartment owners’ associations, clubs and welfare associations use it for the annual general body meeting, budgets, maintenance charges and elections. A special or emergency general body meeting is called when a matter cannot wait for the next regular meeting. The Secretary or General Secretary usually signs the notice, and it goes up on notice boards and out to members by post, email or the members’ messaging group. In the US, a union local sends a notice of membership meeting for the same purpose.

The detail comes from the organisation’s own constitution, rules or bye-laws: who may call each type of meeting, how many days’ notice members must get and how it must be delivered, the quorum, and whether members can requisition a special meeting. For trade unions, union registration and union rules have fallen under the Industrial Relations Code, 2020 and the rules made under it by the Central or State Government since the Code came into force on 21 November 2025. A housing society, club or association should check its bye-laws and the law it is registered under, which differs from State to State.

The notice calls a meeting; it does not decide anything. If an item is left off the agenda, check whether your rules allow a supplementary notice rather than raising it on the day. This template is not for a company’s annual general meeting, whose notice must follow company law. Nor is it a circular reporting news, or an election notice with a nomination timetable. And it does not prove that each member received it: where delivery may be disputed, keep proof of dispatch or signed acknowledgements.

How to write a general body meeting notice

  1. Enter the organisation and the type of meeting

Give the full name of the union, association or society, its registration number and its address; together they print as the letterhead. Then choose the type of meeting: a General Body Meeting, the Annual General Body Meeting, or a Special or Emergency General Body Meeting called for a particular purpose. Check in your constitution or bye-laws who may call that type of meeting, and keep the committee resolution or members’ requisition that called it.

  2. Number and date the notice

Give the notice a reference number from your outward register, such as KSEU/GB/2026/03, and the date it is issued. Members, and anyone checking later, will count the notice period from that date. How many days members must get, whether they are clear days, and whether the count runs from posting or from delivery all come from your constitution, rules or bye-laws, so check them and issue the notice with time to spare.

  3. Fix the date, time and venue

Enter the date of the meeting; the notice prints the weekday with it, so check both against what the committee decided. Give the starting time with a.m. or p.m., and the venue in full — the hall, the street and the town — so that a member who has never been there can find it. Choose a place large enough for the members you expect, at a time when most of them are off duty.

  4. List the agenda, one item per line

Write each item of business on its own line, starting with what the meeting will do: ‘To confirm the minutes of the previous meeting’, ‘To approve the budget for 2026–27’, ‘To elect the office-bearers’. Be specific, because members decide whether to attend from the agenda, and decisions on matters nobody was told about are easy to challenge. Keep ‘Any other matter with the permission of the chair’ for minor items only.

  5. Add the notes, then sign and send it

In the quorum note, say what happens if there is no quorum at the time fixed, following your rules; do not quote a number your rules do not give. Use the note for members for practical points, such as bringing an identity card or where documents can be inspected. Enter the name and post of the person signing by order of the Executive Committee, then display the notice, send it to members and keep proof of when and how it went out.

Sample general body meeting notices

Two sample notices, one from a trade union and one from an apartment owners’ association, set out the way the form prints them; check the notice period and quorum in your own rules before you send yours.

Common mistakes

  • Giving members fewer days’ notice than the constitution or bye-laws require, which lets any member challenge the meeting and every decision taken at it.
  • Writing a vague agenda such as ‘General discussion’ or ‘Important matters’, so members cannot judge whether to attend and decisions on unlisted business are open to dispute.
  • Issuing the notice without the committee decision or valid requisition that your rules require, so the meeting may not have been properly called at all.
  • Printing a weekday that does not match the date, or an incomplete venue, so some members arrive on the wrong day or at the wrong place.
  • Pinning the notice on a single board and keeping no record of sending it, so the organisation cannot show that members were told in time.

Frequently asked questions

How do you write a notice for a general body meeting?

Put the organisation’s name, registration number and address at the top, then ‘Notice’, a reference number and the date. Add the subject, such as ‘Notice of the Annual General Body Meeting’, and state that the meeting will be held on a given weekday, date, time and venue to transact the business listed. Number the agenda items, add a quorum note and any notes for members, and sign it by order of the committee, with name and post.

How many days’ notice is required for a general body meeting?

There is no single answer. The notice period is set by the organisation’s own constitution, rules or bye-laws, sometimes with different periods for annual, special and emergency meetings. A trade union should check its registered rules and the rules made under the Industrial Relations Code, 2020; a housing society or association should check its bye-laws and the law it is registered under. Check too whether the rules count clear days, and send the notice early.

What is quorum for a general body meeting?

Quorum is the minimum number of members who must be present before a general body meeting can transact business. It is fixed by the organisation’s constitution, rules or bye-laws, sometimes as a number and sometimes as a share of the membership, and the same rules often say what happens when there is no quorum, such as adjourning the meeting. No figure applies to every union or society, so check your own rules.

What is the agenda of a general body meeting?

The agenda is the numbered list of business the meeting will transact, printed in the notice. An annual general body meeting typically confirms the last minutes, receives the annual report, adopts the audited financial statements, approves the budget and, when due, holds elections. A special general body meeting usually deals only with the matter it was called for. Phrase each item as an action, such as ‘To consider and approve …’, so members know what will be decided.

What is the difference between a general body meeting and an executive committee meeting?

A general body meeting is a meeting of all the members, where the biggest decisions are usually taken: approving budgets, electing office-bearers, amending the rules or approving a charter of demands. An executive committee meeting brings together only the elected office-bearers and committee members, who run the organisation’s affairs between general body meetings. What each may decide, and the notice and quorum each needs, are set by the constitution, rules or bye-laws.

Who can call a special general body meeting?

That depends on the organisation’s constitution, rules or bye-laws. Commonly the executive committee or the president can call one, and many rules also let a set share of members require one through a written requisition stating its purpose, with a time limit for the committee to act on it. Check your rules before calling a special meeting, because one called by someone without the power to call it can be challenged, along with its decisions.

What is the AGM notice format?

For a union, association or society, an AGM notice follows the same format as any general body meeting notice: the letterhead, ‘Notice’, the reference and date, the subject ‘Notice of the Annual General Body Meeting’, the date, time and venue, the numbered agenda, a quorum note and the signature. A company’s annual general meeting is different: its notice must follow company law and is outside what this template is designed for.
