What is a Strike Notice to the Public?
A strike notice to the public is a union’s announcement to customers and the public that its members will be on strike: who, from when to when, why, which services will be affected and which will continue. It gives people time to make other arrangements; without one, they find out at a closed counter and rumour fills the gap. It is separate from the formal notice of strike served on the employer and never replaces it. Fill in the form on this page, then print it or save it as a PDF.
Unions of bank, transport, factory, warehouse and office staff issue a public notice when a strike will reach people outside the workplace: customers who cannot use a branch or counter, passengers whose buses will not run, dealers waiting for deliveries. It usually goes out a few days before the strike, once the notice to the employer has been served and the dates are fixed, and it is posted on the union’s notice boards, website or social media pages and sent to local newspapers. In the US, the same message is a strike announcement or a statement to the community.
The rules that matter most are about the strike itself and the notice served on the employer. In India, among other conditions, Section 62 of the Industrial Relations Code, 2020 requires the employer to be given notice within 60 days before a strike in an industrial establishment, and bars a strike within 14 days of that notice or during conciliation and the seven days after; check the Code, your State’s rules and any prescribed form or manner of service with your federation or a labour lawyer. Your union’s constitution decides who may issue statements in its name. In the US, notice rules vary, and strikes by public employees are restricted or banned in many states; check with the union’s legal counsel.
A public notice is not the notice of strike under the Industrial Relations Code and does not replace it: that notice goes to the employer, in the form and manner the rules prescribe, and should be served first. A public notice does not make a strike lawful, oblige the employer to keep any service running or speak for the management. It announces what the union itself has decided, so it should promise only what the union controls. If the strike is postponed or called off, tell the public just as clearly.

How to write a strike notice to the public
Head it with the union’s name and a clear heading
Enter the union’s full name, registration number and office address so readers know who is speaking, and date the notice on the day it is issued. Then write a heading that tells a passer-by what is happening and when, such as ‘Strike on 3 and 4 December 2026’, rather than ‘Important announcement’. The form prints ‘Public Notice’ above it, so the heading only needs the event and the dates.
Say who will strike and exactly when
Name the group, such as ‘all members of our union at the Guntur plant and depots’, and give the start and end with weekdays, dates and times: ‘from 6:00 a.m. on Thursday, 3 December 2026 to 6:00 a.m. on Saturday, 5 December 2026’. The form fits both into one sentence after ‘will be on strike’. Copy the dates from the notice served on the employer, word for word, so the two never disagree.
Explain the demands in plain words
List the main demands one per line, in words a customer will understand: ‘Wage revision, due since January 2026’ rather than a clause number from the charter of demands. Keep to facts the union can support with documents, leave out personal remarks about named managers, and keep the tone calm. Accusations that cannot be proved can expose the union and its office-bearers to a defamation complaint, and they do not help readers understand the strike.
List services affected and those that continue
Under services affected, list what will not be available, one per line: dispatch of orders, a customer counter, deliveries. Under services that will continue, list only what the union has decided its members will keep running, such as emergency supplies to hospitals, or what the employer has confirmed in writing; if there are none, leave it blank and the form leaves the section out. Do not promise on the management’s behalf, because customers will plan around this list.
Add the talks, your message and the signature
In talks so far, give the dates of the charter, the talks and the notice served on the employer in a sentence or two. In the message, regret the inconvenience, ask for understanding and say what happens if a settlement is reached first. Do not ask anyone to block entry or stop others from working. Have an authorised office-bearer sign it, then display it, post it on the union’s pages and send it to local newspapers.

Common mistakes
- Treating the public notice as the strike notice and never serving the formal notice on the employer that the Industrial Relations Code requires, so the strike goes ahead without lawful notice.
- Giving dates or times that differ from the notice served on the employer, which confuses customers and raises doubts about which date the union stands by.
- Listing services as continuing when only the management can keep them running, so customers rely on a service that does not run and lose trust in the union.
- Filling the notice with accusations against named managers instead of facts, which turns readers away and can expose the union and its office-bearers to a defamation complaint.
- Not telling the public when the strike is postponed or called off, so customers stay away or make other arrangements for nothing.
Frequently asked questions
How do I write a strike notice to the public?
Head a public strike notice with the union’s name, registration number and address, then ‘Public Notice’, the date and a heading such as ‘Strike on 3 and 4 December 2026’. Say who will strike and exactly when, list the reasons in plain words, then the services affected and those that will continue. Add a line on the talks so far and a short message to the public, and have an authorised office-bearer sign it for the union. Keep the dates identical to the notice served on the employer.
What should a public notice of strike contain?
A public notice of strike should contain the union’s name, registration number and address; the words ‘Public Notice’ and the date; a heading; who will strike; the start and end dates and times; the main demands; the services affected and those that will continue; a short note on the talks held; a message to the public; and the name and post of the office-bearer issuing it. Leave out personal remarks about managers and anything the union cannot support with facts.
How do I inform customers about a strike?
To inform customers about a strike, issue a dated public notice that says plainly when services will stop and restart and what will still be available. Publish it where customers will see it: local newspapers, the union’s website or social media pages and, where permitted, notice boards in public places. Keep the dates identical to the notice served on the employer. Do not use customer phone numbers or email addresses from the employer’s records; that information is not the union’s to use.
Does a public notice replace the strike notice to the employer?
No. A public notice of strike only informs customers and the public. In India, the notice of strike under Section 62 of the Industrial Relations Code, 2020 must be given to the employer within 60 days before the strike, and the strike cannot begin within 14 days of it. Serve that notice first, and check the Code, your State’s rules and any prescribed form or manner of service with your federation or a labour lawyer. In the US, check notice rules with the union’s legal counsel.
Where should I publish a strike notice?
Send a public strike notice to local newspapers as a press release or a paid notice, following each publication’s rules; post it on the union’s website and social media pages; and display it at the union office and, where permitted, on notice boards in public places. Publish it a few days before the strike, once the notice to the employer has been served and the dates are fixed, and use the same places again if the strike is postponed or called off.
What is a public notice of strike?
A public notice of strike is an announcement by a trade union telling customers and the public that its members will be on strike: who, from when to when, the main demands, which services will be affected and which will continue. It is displayed and published rather than served on anyone, and it is separate from the formal notice of strike that must go to the employer, which in India comes under the Industrial Relations Code, 2020.
What if a strike is postponed or called off?
Tell the public promptly in a short dated notice headed, for example, ‘Strike called off’ or ‘Strike postponed’, published where the first one was, and say whether services will run normally or give the new dates. Under Section 62 of the Industrial Relations Code, 2020, a strike cannot take place while conciliation is pending or for seven days after it ends, so dates may move; check the Code, your State’s rules and any prescribed form or manner of service with your federation or a labour lawyer.
